AMENDMENT OF THE RULES OF PROCEDURE

Proposal to amend Rules

150.
(a)
Any Member of the Knesset is entitled to propose an amendment to the Rules of Procedure.



(b)
The proposal shall be submitted to the Chairman of the House Committee; The House Committee shall decide whether to present it to the Knesset or remove it from its agenda.



(c)
Should a proposal for an amendment be submitted by a Member of the Knesset who is not a member of the House Committee, that Member is entitled to participate, without the right to vote, in the Committee's deliberations on his proposal.
Right to submit objections

151.
Should the House Committee resolve to submit a proposed amendment to the Knesset, the proposal shall be laid on the Knesset’s table, and any Member of the Knesset is entitled, within fourteen days from the day on which notice of the tabling was given in the Knesset, submit in writing an objection to the proposed amendment to the Chairman of the House Committee.
Proceedings in absence of objections

152.
Should no objections have been submitted under article 151, the Chairman of the House Committee shall so inform the Knesset, and the Knesset shall vote, without debate, whether to adopt the amendment.1
Proceedings when objections have been

153.
(a)
Should objections have been submitted under article 151, the House Committee shall deliberate them.2

(b)
Should an objection have been submitted by a Member of the Knesset who is not a member of the House Committee, that Member is entitled to participate, without the right to vote, in the Committee's deliberations on his objection.



(c)
Once the House Committee has concluded its deliberation of the objections, the proposed amendment shall be laid on the Knesset’s table in the version adopted by the Committee, accompanied by the objections not adopted; Should the votes in the Committee for each of two versions be balanced, both versions shall be laid on the Knesset’s table.



(d)
Each objector shall be given the floor in the Knesset for five minutes, to explain his objection; The Chairman of the House Committee, or a member of the Committee appointed by him for this purpose, shall reply to the objector, and the Knesset shall vote on the objection. 3



(e)
Upon the conclusion of the voting on the objections, and on various versions, the Knesset shall vote, without further debate, whether to adopt the amendment in its final version.4
Coming into effect

154.
An amendment to the Rules of Procedure, comes into effect upon its approval by the Knesset.
Publication

155.
The amendment of the Rules of Procedure shall be published in the Knesset Record as an appendix to the sitting in which it was adopted, and the Speaker shall publish it in the Official Gazette.

2 Should an objection, which rejects the proposal to amend the Rules of Procedure, be submitted, the Committee shall not deliberate
the objections, but shall append the objection to the proposed amendment; The objector shall be given the floor in the Knesset, and the Knesset shall vote on the objection. (HCR - 11.10.1993)

4 Should the Knesset have returned the proposed amendment for an additional deliberation in the House Committee, the Committee
shall once again deliberate the proposal or the issue that was submitted to it for deliberation, and shall bring its proposal before the Knesset, for a continuation of the debate according to article 153 (c) to (e). (HCR - 19.7.2000)
