Fez Plan

The Fez Plan consists of eight points calling for:
  1. Israeli withdrawal from all captured Arab territories including East Jerusalem.

  2. The dismantling of Israeli settlements in Arab territories.

  3. The assurance of the freedom of worship for all religions.

  4. The recognition of the rights of the Palestinians for self-definition, which will be implemented through their exclusive representative, the Palestinian Liberation Organization (PLO)

  5. A several-month transition period for Gaza and the West Bank under the auspices of the United Nations.

  6. The establishment of a Palestinian state with Jerusalem as its capital.

  7. The guarantee of the UN Security Council for the peace and security of all the states in the area including the Palestinian state.

  8. The guarantee of the UN Security Council for the implementation of the above-mentioned principles.
