The position of Deputy or Vice Prime Minister is not an official job, rather an honorary position.
In January 2012, the government moved matters of infrastructure and changed the names of ministries accordingly:
The Ministry of National Infrastructure became the Ministry of Energy and Water; the Ministry of Transportation and Road Safety became the Ministry of Transportation, National Infrastructure, and Road Safety.
