Debates in the plenum take place on a Group or personal basis. The Group debates are held on the
following issues: the formation of a new government or its resignation; the budget bill; foreign
policy; defense policy; an issue over which one of the Parliamentary Groups (or several Groups)
proposes to table a motion of no-confidence in the Prime Minister; an issue on which the Prime
Minister feels he needs the Knesset's confidence; and an issue on which ten Knesset members, or
two or more Parliamentary Groups that together have at least eight Knesset members, demand to
have a Group debate.
Debates on bills (except the budget bill); on issues on which it was decided, as a result of a
motion for the agenda, to hold a debate, or on general topics (such as the work of the Knesset or Israeli
parliamentarism), are held on a personal basis. Most debates are concluded with a vote.
